Couldn’t read the article because the NYTs isn’t worthy of being used in the outhouse or to catch bird droppings in a cage. Did they note that the funds were obligated or unobligated funds? Or how long they have been accrued? Or that they are to be formally re-approved annually, but are not. Or that these are not actually designated, but on the list of potentials? Or that there are 10s of billions in this category?
