I do not recall in my 21 years in the Navy on active duty hearing of an effort to recruit SEALs of any color. As with submarine service, it is entirely a voluntary Corp, where only the best succeed. More power to the MCPO, but my question is why are most volunteers not SMs of color. No, it isn’t swimming pools.
