I believe the program created a risk. I believe there may be a higher secueiry risk associated with those recruited for the program.
I believe we are falling short on determining the risk associated with late pregnancy Chinese women coming to the US, solely for the purpose of obtaining citizenship for their child. Not too much of a to believe some could return to China to be groomed to return, use the citizenship status to enlist in a service, or obtain employment in a sensitive position.
