Corruption is not unavoidable. They just don't want to prosecute people on it. If it feels wrong to do it, like you're cheating, then common sense should tell you not to do it.
I know, I know, what's common sense to some people isn't common sense to everybody. It's the same thing as having a Code of Conduct in an employer's organization. If I violated the Code of Conduct, I'd at least get fired. If it was found out that it was actually corruption, my employer would probably notify the authorities to begin an investigation.
I'd wager that Putin has something to do with this.
