The shooter was clearly mentally disturbed... (man murders a domestic partner in public and then commits suicide is mentally ill) And mentally ill people do bad things with guns, minivans, bodies of water knives and much more. "A Well Armed Society is a Polite Society" as it was used originally was not referring to arming mentally ill members of society.
