Much of the West African Coastal waters and farmlands provide little economic production to include subsistence living due to the high level of pollution from oil drilling. They don't receive monetary benefits from the oil production. This is a breeding ground for insurgency.

It seems that Senegal is facing a huge problem. The fishing industry is the primary cash crop for these folks but it seems that they don't have a coast guard protecting the waters from outsiders who are depleting the once abundant supply. This is the same thing that happened in Somalia which led to the piracy problem that is plaguing the east coast of Africa.
