F-22 stealth jets got 587 enemy aircraft to back off in their first 'combat surge' over Syria

No doubt the F22 is a great air superiority craft. My question is about another point of the article which says that they deterred air attacks by Russia, Syria and Iran against US troops. If that's the case, why aren't those attacks essentially acts of war and why aren't we dealing with it more aggressively?
