I had heard some stink about this, but, after reading the reasoning, I don't know that I really have an issue with them. I mean, they could create their own, separate awards, but why waste time/money doing that?

They would have to completely rewrite the rules for the Legion of Merit in order for it to be authorized. Under current regulations and individual has to have 5 meritorious service medals to qualify.
