Why is he out there. The employer of the reporter is endangering his employees. Is there any news that can not be got from a remote camera instead of putting a human out there to look like an idiot. So, what would happen to me if I put a PLT in the rain to just stand there and give me a report. Maybe we can call up some USAR to stand in the rain and send a report? Most people would call that dumb... but the news media does it.
