He turned himself into the FBI one hour prior to the hearing. You don't turn yourself into the FBI unless you are going to do time. Looks like he is taking a plea that will require 4 years of prison time. However, this is not a "cooperation" plea in which he is required to cooperate with Mueller. Although that doesn't mean that he won't.
