Or how about updated Fitness or evaluation reports have to have you be a member of rallypoint and score at least 1 million points during your evaluation period. If you get more than 3 dislikes in a fiscal year, you will not be able to get above proficient. Your senior rater cannot have more than 40% of his staff not on rallypoint.

I'd amend the dislike criteria. If you receive a dislike from some of the esteemed members on RP that are elite status POTUS haters then I see that as a bonus.
