Waivers have been used since the all volunteer force was initiated. It carries on what the waiver covers, but they come and they go. Tattoos, education, drug use, legal issues etc. if our states continue to allow drugs we will have to oermamnently waiver. Who knows. Sad but true. The military has excelled through it all, I am sure they will continue to do so. Thank you for your service.

The Army is missing it's recruiting mission by a lot, and have already adjusted their goals downward to reflect their inability to attract enough willing and qualified recruits. In order to do so, the waiver percentage for category IIb and lower recruits is more than it historically has been, but still below the regulatory limits.
I hope they fix this soon, because the last time this happened, order and discipline issues ran rampant for several years back in the 2006-2012 timeframe.
