IS will claim anything for a sliver of publicity. However; having stated that fact, IS has created regional terror outfits where trouble is present and terrorists have a safe haven. Pakistan is a terror safe haven. Many breakaway terror outfits are residents in Pakistan and the ISI uses these outfits as first-line of attack into India to engage the Indian security apparatus and weaken the readiness. Kashmir and Punjab, which border with Pakistan, have seen and continue to experience cross-border terrorism from Pakistan; from student unrest to stone pelters to attacks on military establishments and police stations. With change in leadership, India can only hope for change in the War on Terror in Pakistan, but not much can be predicted. IS, supported by ISI and others like Hafiz Sayeed in Pakistan, has established a regional outfit called ISJK. Hafiz also backed the Islamic Movement (IM), better known as Indian Mujahideen, a banned terror organization, under leadership of the LeT, which is a subset under the leadership of JuD that is headed by none other than Hafeez himself, along with the ISI. JuD is a cutout from Al Qaeda, a depleted uranium of global terror. JuD, LeT, JeM, Babar Khalsa and other terror network operators are headquartered in Pakistan and are integrated into the military establishment there, and are used in attacks against India.
Likewise; the Philippines has a history of presence of terror outfits, yet the Philippines is not known to be a terror haven. IS will join with existing terror outfits to sustain operations or even improve their hold in that nation.
Please understand that I am not saying that the claim by IS is not publicity; I am saying it cannot be discounted that IS may have established presence and may be operating in concert with known terror outfits in that region.

Understand your points. In the PI - IS already has established its hold when the ASG dropped AQ and pledged to them. ASG was on its last legs in Jolo when that happened and were poorly armed bandits after a decade of the AFP-US efforts to eliminate them. From that pledge they got support, a couple of major pay offs from their new path into pirating paved the way for the base funding. Alignment with the MG and arrival of IS jihadi transformed them into something they had not been before. Basilan was cleared by 2006... and not a threat area.. and no longer the case today. The months long battle in Mindinao ended in a AFP tactical victory... but it was a IS strategic victory in that they fought the AFP to a standstill for months... and so defeat was victory. This time the foreign fighters were not the usual Indonesians and Malays... but several nations. Since then the AFP has been trying to disrupt them as they build up again in several places.

As to LeT - they are the 10 foot monster in the neighborhood. How far their tentacles reach and who they side with is something that often comes as a surprise. But reach they do have in dealings of different types.

Have to separate the narrative from the religion if you want to do that.. but to do so means empowering certain imams - and to do that is difficult because of the hand print of empowerment. Such is the local level...
