They are just steeping on toes to get that kind of corruption somewhat under control, They won't fix it but the Pruitt's in China will have to worry about a bullet in the back of the head to serve as an example.
Mass jailing and/or murders is just the Chinese Communists governments way of reminding people who is in charge. With a trade war in progress they want to make sure that people know not to buck Xi. This makes them LOOK good and serves multiple political purposes.
