From here it is hard to determine how bad things are in the Philippines, is this hard handed approach required?

Well... they traded the NPA (New Peoples Army - Maoist) insurgency for MNLF (Moro National Liberation Front or whatever the Islamists are calling themselves today)...

Hukbalahaps might be seeing a resurgence in Luzon...
