In the back seat of the car was a 17 year old that participated in a drive by shooting earlier in the evening so the traffic stop was justified based on police suspicions. Given that fact, I have to wonder if the kid ran out of fear of police or ran because he knew who was in the back seat and what he just did. We will probably never know. Should the police open fire on someone that runs from the scene. Do they suspect the runner was a participant in the drive by shooting? Even if he is unarmed, are there arms in the car, does he have access to more arms at home? Who knows. I don't see how it can be claimed that the guy "presented no direct threat to the community" given who at least one of the passengers in the car was and based on what happened before this stop.

The other side of this is I do not see how a former University Campus Policeman that was dismissed becomes a Big City cop (this was his first day on the job) without riding shotgun for a while on a specific patrol or beat. That to me seems a little reckless of the police department. Perhaps additional facts are missing from the story there. Who knows.
