I believe all insurgencies are based on legitimate concerns and grievances against the government. Its often heavy handed tactics, discrimination, corruption, and poor economics that lead people to rebel.

I just wish some serious longer term analysis would go into the training another countries military. After having supported our initial efforts in 2004 as the Bremer post invasion efforts turned into the Iraqi Iterim government training the "New" Iraqi Army it would have been nice to get better training in preparation. As I found a Marine Corps small wars manual it at least started to make more sense. Ending the Iraq Campaign in 2011 like we did certainly didn't help us prevent Isis getting a strong hold. We really have to have a clear strategy from beginning to end. Seeing as how we still have a presence in Germany and Japan to this day over 70 years later it's a fair bet we'll have a long term presence in Iraq, Syria and Afghanistan not to mention a number of African countries to boot!
