I like Clauswitz, but disagree that war is a continuation of politics. What it is about is one group (A) using force of arms to dominate another group (B). A political or religious philosophy may be used to rally the cause, but the underlying reason is simpler, we want what you have, we don't want you to take what we have. Bang! War.

Agreed as future threats pop up which no single doctrine can predict or deal with the new threats.

Absolutely. In fact, I would take it even further. Because Congresspersons often see others' gain in the zero-sum game of defense spending as their own loss, they would rather spend DoD funds in their own district, even if they had the strategic sense to understand what they were spending it on goes directly CONTRARY to the Joint Chief's and Presidents Grand Strategy. And lobbyists add to the muddle and discordant strategy we have. Northrop Grumman just last week successfully convinced the SAC and HAC-D to procure an additional EQ-4B Nethawk when the Lead Command requirements manager KNEW would provide no additional combat power and would actually take funds away from the more flexible and responsive solution.

Agree Sir - directly contrary to strategic planning.. which means short term gain for someone or command or company- and yet in the long run,,, goes against the grand strategy.
