Seems like a long term strategy, we are currently under manned, short on ships and according to reports untrained. The article said this fleet had 126 ships, previously.

Russia is about to lose it's only Aircraft Carrier due to age and I think they sold all the ones that were under construction via Ukraine's departure from the Russian orbit. China and India bought one each
