If you look at the smaller maps in the picture you can see the districts hat have been carved out. Politicians do this so they can all but guarantee that those who would normally vote for them are in their districts. It's how they stay in office despite their policies. People tend to vote for party rather than policy, which is our fault. It's gerrymandering and it circumvents a democratic election.
