Few things to consider here:

- What else was in the bill? Generally Congress tries to pass unpopular bills through by attaching the items to "no duh" items such as this.
- Why do we need yet another law for something many determine as disgusting? We already have abuse and sexual abuse laws that this would likely fall under. By creating more laws, we generally create more confusion. ex: If FGM was made illegal and someone was forcibly raped with an iron rod, as we have seen before, would that constitute rape or FGM? A lawyer would likely argue for the lesser charge.

I really think more laws is never the way to go as our already litigious society would just be able to create more loop holes and fringe issues. In a court of law we can likely pursue FGM as a form of sexual abuse or rape and go for the strictest penalties already.

Who would ever be FOR female genital mutilation? I would think a bill banning it should pass unanimously.
