When they are residents of New York, like all the other kids in New York who qualify for the scholarship program. This isn't a program just for the dreamers.

They had no choice to move to Virginia. They've always dreamed of living and to going to school in New York. It's not their fault.

PO3 (Join to see) - In reality, my oldest kid was raised for most of her life in California (K - Middle School). She graduated high school in Virginia and wanted to return to California to go to college with her friends. Didn't happen because she was considered an out of state resident and I couldn't afford the tuition.

Some people just don't get the concept that nothing is ever 'free'. Someone has to pay for it.
