This statement is so far outside mechanical engineering it is more than absurd; it defies the laws of mechanics, physics, and logic.

If I'm reading the proposed regulation right, this has just been thrown out for public opinion, with the deadline for submission of comments being 90 days from the posting date in the Federal Register. So it's just a first step in the process FWIW. It may fly or it may not. A lot of cash can change hands during that timeframe, as well as political capital and IOUs. Thanks for sharing.
