I also fail to understand how anyone would think it was a good idea to post anything with those words aimed at any person ? With all the mandated training I also would have though it would be apparent that's not the thing to do. This sort of reference or posting has never been acceptable in any of My experience within any of the US Armed Forces or anywhere else for that matter in the current day. That's not too smart or in any way acceptable, in my opinion.

So giving someone a 30 minute class on the right way to treat someone doesn't work? No kidding. Racism, or the lack thereof, is instilled in the home and close community surrounding a person. The military can (and should) have rules surrounding it but you can't undo in a half hour what someone spent 18 years instilling.
