Where are you reading a report that says a judge told him to not block users?
What I’m saying in the article you linked to says “A judge has advised US President Donald Trump to mute rather than block his Twitter critics after users of the service filed a lawsuit against him.”
search of a huge difference between a judge suggesting something and a judge telling someone to do something
Sounds to me like the plaintiffs were told to go take a flying leap you have no case
