So long as public decency isn't violated, the government should stay in it's lane. Fashion is not the government's lane. As an example, is seeing someone's underwear, more revealing than a speedo or bikini bottom at the beach.

That seems unconstitutional. Unless the pants are sagging enough to warrant indecent exposure, the only crime being committed is a crime against fashion.
