Of course it does. Like there isn't already enough sea time?
This will backfire, because more junior officers will get out rather than face higher sea/shore ratios.

I am sure this will do wonders for retention.
My husband was a SWO once upon a time when I was still in college. Even when he was “home” on the ship they still weren’t actually home much. A few weeks here or there out at sea or a couple days this week and that week. It was he reason he ended up getting off active and going reserves. Even sailing as a merchant marine he was home more because when he was off the ship he was on vacation. He doesn’t do that anymore either. Family was more important that a travelling career.

So, Desron and afloat staff jobs will be done by post-DIVO and DH officers, but SWOS are supposed to do their DIVO and DH tours on ships? Does not compute... What are the staffs going to do when they need more officers?
