I'm curious about what the strategic point is in being able to kill everyone on the planet more than once or twice. Seems we could save a bunch of money on our nuke insurance by just being able to kill everyone a couple times.

The "judging" criteria depends on each nation. Britain and the USA do not count weapons in reserve. So the British contention that it has four submarines with 16 missiles each, does not count the "reload" missiles in the USA. The USA likewise does not count weapons removed from service for maintenance. Also, as a money saver, some nations do not remove weapons from ships that go into maintenance. Also note that low-yield anti-submarine depth charges and torpedos are counted in these totals as well.
