The Military is great a banning things...... Every Commander believes you can add to and not take away from....even if the adding to does ultimately take away from. Eeven if a regulations says ONLY or DO NOT they find exceptions. Why not just enforce the regulation as written?
How many time have you walked into an Office and seen a spit bottle on someones desk? Did you correct them? or walk by? Army Policy does not allow tobacco products in buildings but Military Members ROUTINELY ignore this restriction so what else are they ignoring?
You want to smoke fine go buy it on the economy the DOD should not be supporting habits that are documents to be harmful not only to The Soldier themselves but to those around them.

Hmmm, usually everyone got a break, and smoke em if ya got em was the thing..no special favors for smokers...hence why some took up dip'n as an alternative. Same with anything else, it was everybody or nobody, and don't be the "one way" that makes everyone else pay....payback is a .....anyway.

Well for starters, most smokers pick up smoking so as to take a break from the BS. There was also the social dynamic smokers had when they would go and smoke and talk out back. Also, I've never really met a smoker who was bad at running because of smoking, they where just bad at running because they didn't like running to begin with.

Taking break from the BS and leaving their fellow "Non-Smoker" to continue to deal with the BS. Maybe but if they were/are a smoker and bad ad running they were banned from smoking.
I have also seen it with Civilians. how much time is lost in a day when they are supposed to be working but taking a break.

Well, jokes on you. I was a non smoker who took smoke breaks with the smokers. As for the "efficiency" the Army doesn't look at it like that, they just give you more more work when you get done, it's this endless pile of bs that never goes away.
