As a Former D.A.R.E. Officer this has always bothered me. The Military has cut rate tobacco products. We lose untold man hours because the smokers have to get their "Smoke Break" leaving non-smokers to pick up the slack so what happens "Joe" sees that and decides to become a smoker so he is not left alone doing all the work.
There were many times during my career that I would turn around and I would be the only person in the PMO because all the "Smokers" were out back. Or at the motorpool you can't find anyone unless you look at the smoke pit. Then there are the Idiots who can't seem to find a way to dispose of the cigarette and just tow it on the grown and expect the non smokers to pick it up during police call. I don't know haw many times I had to walk into an office and pull the smokers out and make them pick up their own shit. Its disrespectful to fellow Soldiers.
Recruits are not allowed to smoke for basic and AIT but then the culture throws them right back into it after restricting it.
The only way I could stop a smoker really was to ope they failed their PT Run. The I could give them a lawful order not to smoke until they could pass the test. So that was at least 3 months with out smoking :)
The Hospital on post turned a section of their Footprint/AO over to the "Garrison" So they could have a "Smoking Area" that they could use but was not on the "Medical Campus" so they deliberately went around the MEDDAC "Smoke Free Campus' policy
EVERYONE knows tobbaco is bad for you so why don't Post Commanders just do the right thing and "Ban" smoking and the sale of tobacco products on military instillation all together. They ban and restrict all kinds of things but they are too weak to ban tobacco.

The Military is great a banning things...... Every Commander believes you can add to and not take away from....even if the adding to does ultimately take away from. Eeven if a regulations says ONLY or DO NOT they find exceptions. Why not just enforce the regulation as written?
How many time have you walked into an Office and seen a spit bottle on someones desk? Did you correct them? or walk by? Army Policy does not allow tobacco products in buildings but Military Members ROUTINELY ignore this restriction so what else are they ignoring?
You want to smoke fine go buy it on the economy the DOD should not be supporting habits that are documents to be harmful not only to The Soldier themselves but to those around them.

Hmmm, usually everyone got a break, and smoke em if ya got em was the thing..no special favors for smokers...hence why some took up dip'n as an alternative. Same with anything else, it was everybody or nobody, and don't be the "one way" that makes everyone else pay....payback is a .....anyway.

Well for starters, most smokers pick up smoking so as to take a break from the BS. There was also the social dynamic smokers had when they would go and smoke and talk out back. Also, I've never really met a smoker who was bad at running because of smoking, they where just bad at running because they didn't like running to begin with.

Taking break from the BS and leaving their fellow "Non-Smoker" to continue to deal with the BS. Maybe but if they were/are a smoker and bad ad running they were banned from smoking.
I have also seen it with Civilians. how much time is lost in a day when they are supposed to be working but taking a break.

Well, jokes on you. I was a non smoker who took smoke breaks with the smokers. As for the "efficiency" the Army doesn't look at it like that, they just give you more more work when you get done, it's this endless pile of bs that never goes away.
