So apparently the City of Pittsburgh can afford to cover Gender Affirmation surgery, but can't afford to pay it's officers a decent wage or use the money for something useful like new roads or to help homeless vets.

Our roads are horrible. They are riddled with potholes and the City's temporary fix only helps for a few weeks, they can't pay Police a decent wage, and Allegheny County which is where Pittsburgh is has an extremely large number of homeless vets that the city is doing nothing to help.
