Gowdy: Former UN Ambassador Samantha Power claims others unmasked in her name

The first layer of deflect, deny and delay. So people, unknown to her, are asking to have people's names unmasked by the CIA (perhaps other orgs). They are doing one a day on average (which is a very high number). She is totally unaware this is going on and no one receiving the requests ever asks a question about the number and nature of the request made under her name. This is a strategy to do the slow walk and let this out an ounce at a time. Nothing more.
