In the first poll of its kind, the Thomson Reuters Foundation asked experts in women’s issues which of the world’s megacities are safe for women – and which need to do more to ensure women are not at risk of sexual violence and harassment and harmful cultural practices and have access to healthcare, finance and education.

Mexico City was kidnap central for some time; women taken most often, because ransoms would be paid.

Louis L'Amour often wrote about the fact that women in the Old West tended to be safe because men were naturally incensed by crimes against women and would hunt down the perpetrators with more zeal than other criminals. Inasmuch as he was an avid researcher, I am inclined to believe him. If we accept that premise, what does it say about these places where women are "low hanging fruit" for the criminal element?
