I read the Bill for that last night. It seems they are trying to take a psychological approach to decreasing the spread. They are banking on the idea that the affected people will trust that the State government won't renege. After what happened with the DoD Transgender policy, i don't think many will be jumping forward to out themselves.

This is ludicrous, they have decriminalized biological murder. If you knowingly have HIV and infect someone else you are murdering them. It might take some time but that is the end result. Cali is run by Idiots and is inhabited by morons that keep electing these Idiots.
Add in they are now trying to pass a law to make it a prison offence to use the wrong gender pronoun...!!!! So you can Murder someone but you cant misidentify their ever changing gender? Cali needs to sink into the Ocean at this point.
