Every poor country has. Our country is more in debt then anyone realizes. Every time there's a natural disaster, war or economic failure in another country, the Govt of that country asks for help, Or aid or supplies or military bodies. I'm not saying we shouldn't help but if a country is going to force its people into dispare then ask other countries for help! I'm kind of over it to! When you owe money to other countries that you can't pay back guess what starts to happen! That country has the legal right to reposes in some way shape or form! No disrespect intended but we're going to see war on our soil soon because those countries are going to come and start collecting!
That's why China owns most of the power plants on the western side of the US! And why Russia owns the oils pipelines the Indians are having such issues with! And no, I don't have to sight my facts! Their all listed in all the Govt utilities and agricultural! Learn how to follow the money and you learn what's really going on with our county and why the world has its panties in a wad! Eventually we are going to have to start paying back everything we borrowed! We may have been a rich and wealthy country in the past but if you haven't noticed money gets used fast these days!
This is just my opinion on this subject. No one has to agree.

Yes it is @Guy Butler , however it is not a state, it's a territory.

"In 1898, following the Spanish–American War, the United States acquired Puerto Rico under the terms of the Treaty of Paris. ... As it is not a state Puerto Rico does not have a vote in the United States Congress, which governs the territory with full jurisdiction under the Puerto Rico Federal Relations Act of 1950."

@Mark Gomez yes it but It is a Territory. Just like the Native American Territories we allow them to govern themselves and really only step in if needed.

"United States territory is any extent of region under the sovereign jurisdiction of the federal government of the United States,[1] including all waters (around islands or continental tracts) and all U.S. naval vessels.[2] The United States asserts sovereign rights for exploring, exploiting, conserving, and managing its territory.[3] This extent of territory is all the area belonging to, and under the dominion of, the United States federal government (which includes tracts lying at a distance from the country) for administrative and other purposes.[1] The United States total territory includes a subset of political divisions."

We have already dispatched Military help, financial help and supplies.

SFC (Join to see) - Yeah I get it. They are part of the U.S, enlist in our military, have elected officials, members in congress, medal of honor recipients, etc.

It is really important to put that statement into context. POTUS is not saying, thanks for having a hurricane and costing us lots of money there Puerto Rico. He is saying that PR had a mountain of debt before this through sever mismanagement. This is why they do not have the resources or infrastructure to help themselves out in anyway. This is why they are going to be totally dependent on the mainland to do most everything. There is never going to be enough aid either because they were not able to pay for anything even before the hurricane.
