They are not immigrants, they are illegal aliens first. Second they do hurt the economy.

That illegals receive welfare benefits. The congresswoman is saying they are ineligible to receive benefits because they are not legal. Of course, there is a lot involved with that type of statement such as fraud, which entails a lot of things.
