US Navy says most 7th Fleet warships lacked proper certification

I remember hearing stories about RefTra from my 1st MPA. He said that it was a pain to pass, but they were much better prepared coming out. When I went to Afloat Training Group as a young, and some would say dumb, LT, I asked why we couldn't make our training process more stringent like RefTra? Needless to say, it went over like a fart in church... I absolutely believe that the Navy has sacrificed quality training just to get the wickets passed and keep the metrics looking good. I think firing Aucoin was ridiculous - he doesn't set the policies, and on top of that, he was retiring anyway and his relief was on station.
