The last sentence speaks volumes: "Carrigan had a stellar Navy career going before the grounding with a retinue of joint, Pentagon and Capitol Hill postings that mark the bios of rising-star officers."

Actually, the Chief said she could drop one. A DDG does have 2 anchors, one forward and one port, however, and here is the kicker, she only has one anchor windless. Think about that. That makes using two anchors almost impossible under any situation.

Well, I must say I have never read a worst report of a ship getting underweigh from anchor. Or was it a confused article? I am not sure.
NO Ship I have ever served on pulled up th ehook without the engines lit off, not once. Yes a Gas Turbine can be fired in a hurry, but no one is going to pull up and anchor and hope that he can get the engines woking, would he? Especially if the seas and winds up rough and high. Something is seriously wrong here. Then a pelican hook on backwards? Where is the LPO, let alone the Leading Chief or !st LT? A lack of Basic Seamanship, oh yes.
The Birdge and Bridge wings were a Cluster! Heck yes it sure does sound like it. Relieved due to a loss of confidence, yes Sir.
