National Guard is Combat Arms heavy. Reserve is more Combat Support and Combat Service Support. Yeah, I know, "Old School" terminology.

SSG(P) (Join to see) - good point I just wished in this instance they expanded the active force instead of putting it on the guard forces.

Typically it's because the Guard has more combat power than the Reserves. 50% of the Guard can be called up by law and contain Infantry, Aviation, Artillery, Armor, etc. The Reserves is the direct support arm (Regional Support Command, Corps Support Command, Theater Support Command, Engineer Command, Theater Signal Command, Transportation Command, Medical Command, Reserve Command, etc.) of the Active Component and a lot of the support in this conflict has been farmed out to contractors (otherwise a lot of Quartermaster units would be deployed).
