As a former Southern California resident, LA needs to resolve:
1. Homeless situation, which is actually getting worse.
2. Local transportation gridlock. And no, the "bullet" (sic) train won't help local traffic.
3. Financial stability. LA barely makes a viable budget every year.
4. Housing for Olympic participants, workers, officials, attendees, etc. (aside from homeless problem).
5. Cyclical drought.
6. Potential electrical supply issues (recently took a nuclear power plant off the grid).
Other than that, they are looking pretty good.

That's never going to change, at least towards being more conservative. I don't see it going too much further to the left like San Francisco, which some would argue is really "socialist" rather than liberal.
