If this bill actually did what Trump and the republicans say it will (lower premiums, cover more people with better policies, and save government dollars,) then they would be holding all sorts of educational meetings with their constituents explaining it and give concrete examples of how everyone will be better off. But of course, this bill does no such thing, which is why the republicans have been writing it in private, desperately trying to get the bare minimum 50 votes so the VP can break the tie.
This is not a bill they can proudly present to the American people as a bold new approach to healthcare that will ensure the most Americans will have insurance. And the republicans know it. They just want to pass anything, so Trump can get a "win" like he did when the house republicans passed their bill. Trump said it was a great bill. But now he says that bill is mean, and not a good deal for the people. The truth is Trump remains clueless about the healthcare plans, and just wants a TV moment.

If the moderate Republicans (or what we would have just called Republicans 20 years ago) want to get health care through there is an easy way to do it. Caucus with the Democrats.
It would be hugely beneficial to them, not only would they get their PR win but they would break the stranglehold that the Tea Party (or whatever name they call themselves these days) has on them. The only reason why the Tea Party has so much power over the rest of the Republicans is that they refuse to work with the Democrats so the only other way to pass legislation is if they agree.
