Capt Dwayne Conyers - The FBI Counter Intel Affidavit in this case includes some additional rather interesting details of this incredibly guilty spy. In this case, the guy used a PRC supplied "secure communication device" which he thought automatically erased all communications after transmission - and handed that device over to the FBI for copying - after which the FBI discovered documents on the device clearly demonstrating that the defendant repeatedly and knowingly sold TS/ORCON national defense information that he believed would be used to the injury of the United States sent through the PRC device to individuals he believed were PRC Intelligence Officers. The affidavit appears to make the case this guy was willingly acting as a spy for the PRC -- whose fundamental tradecraft was severely lacking - getting him caught within four months of his starting work as a spy - during which time he was paid $10,000 then $15,000 via electronic transfers - but was tripped up when he carried $16,500 across the US border while returning from the PRC. Given the sentiments of President Trump and Attorney General Sessions the guy may well be convicted and receive multiple life sentences not only for being a paid foreign intelligence operative - but for being so incredibly arrogant and stupid. MCPO Roger Collins - The recent spat of catching so many spies exhibiting such poor tradecraft - first of all reminds me why we don't put desk jockeys in the field - but also reminds me about traditional institutional responses to these kinds of problems - make sure they rot in prison forever - or take them out and shoot them. I would prefer not to have disclosed a number of elements of the story - e.g. the CBP incident and the fact we obtained so many of the transmitted documents together with message fragments and transmission history from the covert communication device. But my thinking reminds me of my summer internship with Ed Teller - who was spoofed in an old movie as saying - "Deterrence is the art of producing in the enemy the fear to attack. And so, because of the automated and irrevocable process which rules out human meddling the Doomsday Machine is terrifying and simple to understand and completely credible and convincing. The point of the Doomsday Machine is lost if you keep it a secret!!! Why didn't you tell the world???" Perhaps by disclosing the extraordinary stupidity of someone who appears on paper to have so much experience with our IC details we may discourage some others from similar behavior - by making it appear the financial rewards are vanishingly small and the pervasive impact of being compromised may destroy what life remains. What I find most surprising is this guy almost as old as my generation - he had been in and around the IC for so long he should have been far better at the game - yet it seems his tradecraft was so shoddy he was caught within a very short of time before very many documents were exchanged. Or, as suggested elsewhere, this may all be a fine story to conceal discovery by other means. Then again, the Chinese who don't appreciate being disrespected and lied to about his documents - could have turned him in themselves. In any case, we caught yet another in a long line of recent Chinese military and economic spies - and we need to carefully review the incident, assess the damage and markers available to detect similar efforts, plug the holes, and terrify anyone considering spying. p.s. I had my boys look into this because of the frequent mention he was USDOS/DSS - but he sounds far more like a CIA desk jockey with the arrogance and stupidity that goes with being told he is among the IC elite - without the training, experience, and skills that anyone picks up in the field in a few months in any other IC component agency. If found guilt, and it is pretty clear that he is, I'll be satisfied with the life sentence ... as long as it is without parole. That he is a veteran is an aggravating, not a mitigating, circumstance in my mind.
