The first part happens more often than we would like to think, and it is even more rare that the second part happens.
My wife sees it all time during the school year and it breaks her heart that due to her job that she is not actually able to do anything about it. She has been a cafeteria worker for two different school districts (both have military children) for almost 30 years.

Thank you to your wife ,and it is heart breaking but what can most people do. It is hard to feed their own often, you can't help but feel bad. I am against many of our social programs but do think school lunch should be free for all kids. yes I know tax dollars blah blah. If we cut foreign aid, cut support for refugees, cut support for illegal aliens we could help our own children.

SSG Pete Fleming - I keep thinking back to when I was in elementary school. Schools budgeted on local taxes and local taxes only and we did just fine. I also remember that the schools also got Food Aid through the Department of Agriculture commodities program. No shortage of food at the time, it seemed.

SSG Robert Webster - imagine that, self funding self-sufficient... I remember when prisons were that way. Things seemed to change when the left wanted to fix it and the government got more involved and needed to control everything.
