What is the problem with her answer? Her response was to follow the law(s) as written, not to "interpret" them. The question repeatedly asked was an attempt to get a sound bite.
Why there is a debate on whether "sex" includes sexual orientation and gender identity is purely political in nature. There are two sexes with regards to humans: Male and Female. Sexual orientation just indicates which of the two sexes you prefer to bugger, and gender identity is a psychiatric disorder.
