This is what passes for large city leadership. He, unfortunately, is not alone. He has company in DeBlasio (NYC) and Emmanuel (Chicago). These mayors are trying to create a coalition around them to re-elect them in their cities and are willing to play to the crowd to get re-elected and disregard their oath to follow the law and protect citizens (key word is citizens).
