I don't think there's any significance to it. The test pattern has all kinds of calibrated aspects to it, but it needed something with some detail to it that's not symmetrical to be part of the image test. It could have been anything, but they chose an image of an Indian wearing a headdress. There was no hypersensitivity to things like that back then.

PO1 Robert Payne - The question posed in the OP was "why" and I took that to mean why they chose the Indian head as opposed to something else. They could have used a tree or a fish or anything else for brightness and contrast settings, as long as the image had enough detail and contrast in it.
