"Why should a victim be able to sue someone for millions of dollars". Seriously? Because, sometimes, civil litigation is the only recourse for a victim to seek justice. This is a bad idea. In a time when prosecutors refuse to file criminal charges against bad cops who make bad decisions, civil lawsuits are the only way to hold them responsible for those bad decisions.

I think this is good and I hope that it passes. Why should a victim be able to sue someone for millions of dollars. The only one that I see losing is this one are the layers who go out a file these silly cases.
