Best thing to happen to the Surface Community since I've been in. The Naval Surface and Mine Warfare Development Command does more than train the WTIs(Wittys) it has become the central command for Surface Warfare tactics development taking a page from the aviation community.

SCPO (Join to see) - There was a plan for that back when I was there back in 2000-2002. We wanted more than just the TLO's (if you still have them) who had too many other things to do to focus on one warfare area. I hope the Warfare Divo's are better than when I was there. I was USW and I had never done any USW in my career, never went to a school. Thankfully, I had some of the best 1st classes, CPO's and SCPO's that I have never had the honor to work with.

LT Brad McInnis There is still talk about it. The only CBS team that requires on right now is BMD. I think the rest of CBS could benefit since Chiefs rarely stand TAO/ASWE etc., and it can be difficult to tell a LT/LCDR he's screwing up if you've never stood the watch. Right now our Asst. CSO, who is a CIC CWO does this, but it should be something official.
ATG MIDPAC is much smaller that ATG SD. We don't have warfare DIVOs. One CBS Division at San Diego is almost the size of our entire department.

Oh, I thought you were at PAC. Yeah MIDPAC is small. What about a cadre of officers that are SME's that each ATG can pull for rides? Station them in San Diego, train then up on latest standards and training methods at ATG, then when an ATG unit is providing an inspection, they can pull an officer to come out and consult? Probably a little more expensive than ATG is looking at, and I am not sure what the manning levels are now as I have been out for awhile...

We can do it with our house O's. Usually the CSO(LCDR) or ACSO(CWO-4) are out for the integrated scenarios. The TLOs can do it also. What is wanted is something formalized, written into the SOPs for example.
I don't think we would need to create other billets for MIDPAC since normally we only have one ship at a time in the basic phase. We have an AMD WTI right now who is one of our TLOs, and performs the Senior Assessor position for BMD (As required by the instruction). We need an SUW/ASW WTI to round it out. Wouldn't be surprised if most of the O billets require the WTI course in the future.
