The democrats and the media are not just ideological soul mates, they are also family. Rice, like other prominent democrats has married into the media family. Her hubby, Ian Cameron was an executive producer at ABC news for 13 years. How hard do you think the media will go after one of their own?
Here are a few examples of the goings on with the media and the Obama administration. How hard do you think the networks would go after some of these people?

David Rhoades, the current president of CBS News, is the brother of Ben Rhoades, a then White House national security advisor to Obama

Claire Shipman, a senior national correspondent at ABC News, is married to Jay Carney, the then White House Press Secretary.
The president of ABC News, Ben Sherwood, is brother to Dr. Elizabeth Sherwood-Randall, a then special advisor to Barack Obama.

Virginia Moseley is a CNN Vice President and Washington Bureau Chief is married to Tom Nides, a then Deputy Secretary of State under Barack Obama.

Capt Seid Waddell Here this woman has lied through her teeth SO MANY TIMES, but the main stream media completely ignores it because they are so focused on Trump and digging up dirt on him or trying to prove him wrong or bad and not accomplishing anything. It's ridiculous.

To show you the absurdity of your statement. The allegation is that Rice targeted Trump. She did not. I bring up Nunez because he is the one who is trying to prove Trump's narrative. It's all the same conspiracy, just from different points of view. I can't explain that Rice didn't lie if I don't bring up Nunez, and I can't explain Nunez without Trump's role. Get it now?

The evidence so far supports the charge that the Obama administration was surveilling the Trump team (and perhaps other rivals as well) - and that Rice was one of the operatives in the effort, aided by some members of the IC.

No matter how it's spun, the scenario you're describing does not explain the GOP silence on the issue.

The Rice story is a prime example of what I call "news outlet blindness". A number of news outlets simply refused to cover the story. So, if you choose to only get your news from CNN and the New York Times, you are left completely "uninformed" on the subject and your very point of view has been manipulated. The real tragedy is that otherwise intelligent and thoughtful people will not even know that their opinions have been manipulated.
