In any sufficiently-large group, there is a mathematical expectation that a few instances will turn out to be duds in the end. Obama had over 1,700 sentence commutations for non-violent offenders. Statistically there should be more within this time frame since release, which means so far the group as a whole is beating the odds. That this case is news shows the innumeracy of the average American, and nothing more.
