actially it wasn't... the vast majority of due vacancies were not filled, due to be filled or otherwise prior to or on Jan 20 as the transition team focused more on the headliner jobs, thus creating a huge vacuum.

I saw today that Rex and his team has had minimal contact with Secretary Kerry's team, plus what's even more alarming is that Rex and Secretary Kerry have only spoken to each other once since Rex was nominated. Good move or CYA?
